(Colorado Springs, CO) – The S3 Collective, a national nonprofit organization advancing the cannabis industry through collaboration, education, and standardization, announced today that its board member and co-founder, David Vaillencourt, has been elected Chair of ASTM International’s Committee D37 on Cannabis, and Darwin Millard — technical director of Cannabis Safety & Quality (CSQ) — has been elected Vice Chair for the 2026–2027 term. Collective, has served on Committee D37 since its inception and was most recently its Vice Chair. In his new role, he aims to ensure that standards remain relevant, inclusive, and broadly adopted by regulators and industry—driving safe, consistent products and real-world public health impact.
Millard, known as the “Spock of Cannabis,” brings deep technical experience to the Vice Chair role. At CSQ, a standard and certification program developer and one of S3
Collective’s founding members, he has focused on strengthening safety and quality across the supply chain through accredited certification. He is committed to delivering cannabis/hemp standards that are practical, implementable, and valuable across global markets.
The D37 officer ballot closed on December 20, 2025, following a highly competitive election with exceptional candidates across every position. Terry Grajczyk was elected Membership Secretary. The Chair race was decided by a narrow margin, and a tie in the Recording Secretary vote has triggered a runoff, with voting open to D37 members through January 6 at 11:59pm ET for ASTM members.
Together, Vaillencourt and Millard have articulated a shared vision for D37: strengthening trust in the marketplace through standards that are credible and widely implemented. They emphasize that consensus standards hold value only when meaningfully used by regulators, businesses, and consumers — promoting clearer expectations, improved safety, and greater efficiency across the global cannabis and hemp industries. Both are committed to expanding member participation, elevating diverse scientific and regulatory expertise, and advancing standards aligned with real-world needs.
S3 Collective encourages cannabis stakeholders — including operators, regulators, public health experts, medical practitioners, and patient advocates — to participate in ASTM D37’s consensus process to help shape standards that protect workers, patients, and consumers.
